Important note regarding duplicated applications:

It is the responsibility of the applicant to ensure that only ONE application is lodged with the AMC. If an applicant has already been issued with an AMC reference number, by applying online will create a duplicate application. This is against the Terms of Use of the Wizard. The applicant will be charged twice and is likely to experience delays.

TECHNICAL CONSIDERATIONS IN USING THE ONLINE APPLICATION WIZARD

What web browsers will work with the AMC Online Application Wizard?

The Online Application Wizard is tested to work with Safari (versions 2 and 3), Firefox (versions 2 and 3) and Internet Explorer (versions 6 and 7). The application should work well in most modern browsers.

Advanced users or users within a corporate environment must have JavaScript enabled within the browser. If you or your employer have de-activated JavaScript you will need to re-enable it to access the AMC Online Application Wizard.

I did not receive the email with my P1 Form and receipt of payment as indicated in the end of the Wizard application. How can I get my P1 and/or receipt of payment to be sent to me?

Please check if the email was sent to your "Junk" or "Spam" email folders. If you are still unable to find your email, you can have your P1 and/or receipt of payment re-issued . Please log in to the Wizard and click on the link https://portal.amc.org.au/Resend_pdf_pack. Please ensure to print your P1 Form and send it to the AMC together with all required documents as listed on the P1 Form.

I did not receive the Activation email as indicated at the end of the Wizard registration process. How can I get my AMC registration activated?

There are a number of reasons related to your Internet Service Provider (ISP) and/or email account provider that may result in loss of email correspondence from the AMC, notably:

  • Email account quota is full

  • Email is directed to your Junk/Spam folder

  • Email with attachments are blocked by your service provider

Please check with your ISP/email account provider. Otherwise, consider opening a free "Gmail" or "Yahoo" email account.

Do I need to have JavaScript enabled within my web browser?

Yes. If JavaScript has been de-activated in your Web browser you will need to re-enable it to access the AMC Online Application Wizard.

How many characters do I need for my password?

You must have 6 characters in your password.

What is the 'secret' question for?

The secret question is used to safeguard the privacy of your information. It helps our staff identify you when you phone us.

Do I need an email address to complete the online application process?

Yes. You need an email address to use the Online Application Wizard. If you do not have an email address you can get one free of charge from Google or Yahoo.

My partner has already made an online application. Does it matter that we use the same email address?

Yes. You must each have your own email address. You can obtain your own new email address from Google or Yahoo and many others.

What is the purpose of the AMC Online Application Wizard?

The AMC Online Application Wizard enables international medical graduates wanting to practise medicine in Australia to register with the AMC online, thereby streamlining the application and credentialing process.

I received my P1 application form as an email attachment. What do I need to do now?

Once you receive your P1 form via email, you need to print it, attach your certified photo to it and sign it. You will also need to assemble all documents you indicate in the form (either as original or as certified copies) and post the P1 form and all required documentation to the AMC.

A friend told me that I need to submit a preliminary application; is this correct?

If you use the Online Application Wizard to apply, you do not need to complete the Preliminary Application Form. Only applicants without Internet access need to submit a preliminary application. The Online Application Wizard is a faster and more effective way to apply to the AMC.

Once I submit my online application and post my P1 Form form and documents to the AMC, when can I expect the assessment/credentialling of my documentation to start?

The assessment/credentialing of your documentation will start on the date the AMC receives your posted P1 application form and documentation.

What happens if my P1 Form and documentation does not reach the AMC within the required 6 to 8 weeks of my online application?

The AMC will contact you to confirm that you have sent your P1 form and documentation. In future, we may apply charges if we do not receive documentation within the required timeframe.

Who can certify the copies of my documents?

Please refer to the verification information on this website for detailed information about persons authorised to certify documentation.

What will happen with my documents if I send the original versions rather than certified copies?

The AMC will copy your documents and post the originals back to you.

Note: The AMC does not accept responsibility for any documentation (original or certified copies) lost in transit by post or courier services.

APPLYING TO THE AMC

What should I do if I have an existing AMC reference number?

If you are already an AMC candidate, possess an AMC reference number and you wish to submit another application with the AMC, please email This e-mail address is being protected from spambots. You need JavaScript enabled to view it and the appropriate forms will be emailed to you. Please note that you must include your AMC candidate number in the email to ensure AMC staff are able to assist you.

How do I begin my application process?

You can apply using the Online Application Wizard or you can apply for a Non-specialist Pack, Specialist Pack or Area of Need Pack through the AMC Secretariat/Office. Fees depend on the method of application. See the AMC fee structure.

What documentation should I submit to the AMC with my application?

You must carefully read the information given on the the AMC website about your chosen pathway. The information includes details of the documentation required for the application process. Incorrect documentation will incur an administration fee.

Note: Applicants who submit an incomplete application will incur an administration fee as per the AMC fee structure. An application is incomplete if, for example, required documentation is not attached, signatures are missing, or documentation is incorrectly certified or illegible. The credentialing process will not continue until the AMC receives the correct documentation and payment of the fee.

Therefore it is in the interests of all applicants to ensure that they have submitted all the documentation required for the credentialing process.

Is proficiency in the English language a requirement for application with the AMC?

From January 2009, medical practitioners seeking registration through the specialist pathway must have demonstrated their English language proficiency before assessment by specialist colleges. The standard required is set by medical boards and is nationally consistent.  The English language proficiency is also a prerequisite for registration in Australia, including all categories of Area of Need registration.

Introducing the upfront English language test will ensure college assessment resources are focused on candidates who meet national language standards. The change has been introduced after consultation with specialist colleges, health departments and medical boards.

From January 2009, the AMC will encourage candidates to demonstrate their English language proficiency before undertaking the MCQ exam. English language proficiency and a pass in the AMC MCQ are both pre-requisites for medical registration through the standard pathway in Australia.

Please note that a two-year time limit is applicable to results from both the Occupational English Test (OET) and the International English Language Testing System (IELTS).  All documents submitted to the AMC and state/territory medical boards must be within the valid time period.

Applicants should view the National Policy on English Language Proficiency requirements for International Medical Graduates, along with the English Language Proficiency flowchart for further information.  This policy is available on the AMC website and the websites of the state/territory medical boards.

The teaching institution where I obtained my qualification is not listed on the Online Application Wizard; what do I do?

SPECIALIST AND SPECIALIST AREA OF NEED APPLICATIONS

Do I need to have my overseas qualifications assessed to practise as a specialist in Australia ?

Yes. You must have your overseas qualifications assessed if your primary medical qualifications are not recognised in Australia .

What assessment pathways are available for overseas-trained specialists whose primary medical qualifications are not recognised in Australia?

Two assessment pathways are available, standard specialist and specialist area of need.

Standard specialist pathway

The standard specialist pathway is for overseas-trained specialists who are seeking recognition for the purpose of obtaining conditional registration to practise unsupervised or independently in Australia. They must have satisfied all the training and examination requirements to practise in their recognised field of specialty in their country of training.

Specialist area of need pathway

The specialist area of need assessment process is for overseas-trained specialists who have been selected by an employer as suitable for consideration for appointment to designated area of need specialist positions in Australia .

Conditional registration for area of need specialist positions is likely to include limitations on the location, nature and extent of practice.

Note:Information about Australian state and territory government schemes to recruit overseas-trained doctors to rural areas is available from state and territory health departments.

Agents

Agents creating an account on the applicant's behalf (i.e. for area of need applicants) should note that only one email address (User ID) is accepted in the Online Application Wizard. Agents must therefore use the applicant's actual email address if they wish to represent other applicants.

Under the Privacy Act 1988 (Cth), the AMC is generally not permitted to disclose personal information about a candidate to a third party (i.e. agent, employer) without the candidate's consent.

A candidate may authorise a third party (agent) to communicate and/or act on the candidate's behalf by completing the Authority to receive information concerning an AMC candidate/applicant form.

Can the AMC advise on the likely outcome if I choose to have my specialist qualifications assessed?

No. The AMC cannot advise on your specialist qualifications, training or experience until you complete a formal assessment through the procedures outlined on this website.

Can the AMC advise me on my training and assessment choices?

No. The AMC cannot advise you on your training or assessment choices. Inquiries about training, examination or other requirements of the Australian or Australasian specialist medical colleges should be directed to the college concerned.

Can the AMC help me obtain employment in Australia?

No. The AMC does not process applications for employment in Australia. Information about employment is available from Australian state and territory health departments.

Can the AMC help me obtain a visa for entry to Australia?

No. The AMC does not handle visas. If you are outside Australia, you must contact an Australian embassy or high commission. For further information, visit the Australian Government Department of Immigration and Citizenship website.

Can the AMC help me obtain a Medicare provider number?

No. The AMC does not have information about Medicare provider numbers. Information about Medicare provider numbers is available from the Australian Government Department of Health and Ageing.

Can the AMC help me if I want to undertake further specialist training in Australia and then return to my home country?

No. The AMC cannot help you as we are not involved in processing applications for postgraduate or specialist training in Australia .

If you intend to complete postgraduate or specialist training in Australia and then return to your home (or another) country, it is possible that you would be regarded as an 'occupational trainee'.

Further information about training programs is available from the specialist medical colleges. Information about registration during training is available from state and territory medical boards.

How do I begin the specialist assessment process?

To have your specialist qualifications assessed you may apply via the Online Application Wizard or you may apply through the AMC office for a paper Specialist Pack. Fees for these packs will vary depending on whether you have applied via the Online Application Wizard or by obtaining a pack through the AMC Secretariat/Office. Click here for the AMC Fee Structure.

The procedures for area of need specialists are different. You can download the User's Guide - €”Assessment Process for Area of Need Specialists and the relevant application forms from the AMC website.

What is the AMC's role in the assessment process?

The AMC:

  • acts as a central clearing house for information on the assessment process

  • undertakes the initial vetting of applications on behalf of the specialist medical colleges

  • reports the outcome of the assessment to the applicant and the state and territory medical boards.

The AMC has no direct role in the formal assessment of the overseas-trained specialist.

How long does it take for a specialist assessment application to be processed?

The AMC processes all applications strictly in the order they are received. Other than for Area of Need applications (see below), processing usually takes six to eight weeks, provided that applications are satisfactory and meet all the documentation and other requirements set out in the AMCs Information Booklet for Applicants.

Therefore, it is in the interests of all applicants to ensure that they have submitted all the documentation required for the credentialing process.

The AMC tries to process specialist assessment applications that are completed correctly and that meet all the documentation requirements set out in the User's Guide - Assessment Process for Area of Need Specialists within approximately five working days, although this may vary. The AMC cannot comment on specialist medical college processing times.

How much does it cost to be assessed as a specialist?

Fees will differ depending on whether you have applied through the Online Application Wizard or by obtaining a pack through the AMC Secretariat/Office. Click here for the AMC fee structure. You must pay the fee when you lodge the application forms and other required documents or, in the case of an area of need specialist application, when you submit the application forms and supporting documentation to the AMC for processing. The AMC fee is non-refundable.

Only one AMC fee is payable if you seek assessment through the standard specialist pathway and later through the area of need pathway, or vice versa.

Information about specialist medical college interview and assessment fees for the standard specialist pathway is included in a leaflet enclosed with the Procedures and Requirements for Specialist Assessment.

Contact the relevant college for information about fees for area of need assessments.

What are the closing dates for specialist assessment applications?

There are no closing dates for specialist assessment applications.

What if I have questions?

Please read the information provided on this website about the specialist assessment process.

AMC call centre staff are available between 9 am and 5 pm AEST weekdays to answer telephone enquiries about the credentialing process. Alternatively, you can make email enquiries to This e-mail address is being protected from spambots. You need JavaScript enabled to view it .

How do I find out about the progress of my application?

The AMC processes applications following the agreed procedures set out in the Procedures and Requirements for the AMC Examination and the User's Guide - Assessment Process for Area of Need Specialists.

The AMC communicates with applicants at key points in the process and deals with applications as quickly as possible. You should not contact the AMC unnecessarily, for example, to ask whether we have received your documents.

Applicants wishing to apply to the Royal Australasian College of Surgeons will be required to download the attached checklist. Please ensure that all information required by the College is included in the application which will be forwarded to the AMC.

PRIMARY SOURCE VERIFICATION FOR THE PURPOSES OF MEDICAL BOARD REGISTRATION

Where do I apply for Primary Source Verification (PSV) of my medical qualifications?

You may apply at the AMC website. You must submit the original form, payment and associated documents by post. Information about the requirements for the application is also provided at the above website.

What will happen once the AMC receives my application?

The AMC processes all applications for EICS verification strictly in the date order of being received at the AMC Secretariat/Office.

Therefore, it is in the interests of all applicants to ensure that they have submitted all the documentation required for the credentialing process.

What will happen once the AMC has assessed my application?

Once your application has been assessed, the AMC will electronically send your primary medical qualification to the Educational Commission for Foreign Medical Graduates (ECFMG) in the United States for EICS verification. At that time the appropriate state or territory medical board will be notified of this request and you will be sent a letter and receipt of payment through the post. The AMC will act on your behalf and update the medical boards on the status of your EICS request changes. When the ECFMG confirms the EICS verification, the AMC will notify the applicant and the medical board in writing.

COMPETENT AUTHORITY APPLICATIONS

Can international medical graduates make Competent Authority (CA) applications if they have only basic qualifications (e.g. PLAB examination, but no GMC approved supervised training; USMLE, but no GME; NZREX, but no rotations)?

No. Applicants must have all the requirements (basic qualifications and prescribed supervised training/internships/residency.)

Can applicants who are registered in the UK make a Competent Authority application if they have passed the PLAB examination but have not undertaken supervised training?

No. An applicant must have passed the PLAB examination and successfully undertaken supervised training? approved by the GMC or have a degree from a GMC-accredited university in the UK and have successfully undertaken supervised training approved by the GMC.

Can UK graduates who have had no GMC-approved supervised training in the UK make a CA application?

No. UK graduates must have met all the requirements for general registration in the UK; that is, they must have an accredited degree and must have undertaken supervised training approved by the GMC.

Can UK graduates who complete supervised training in Australia make a CA application?

Yes. If UK graduates complete GMC-approved supervised training in Australia they can make a CA application.

If I am registered in New Zealand can I make a CA application if I completed rotation for one year, six months in surgery and six months in psychiatry, at a time when the MCNZ did not require four rotations equivalent to the internship.

You are not eligible to make a CA application unless you can provide evidence from MCNZ that six months surgery and six months psychiatry was acceptable for registration.

How do I know whether the training I have done is approved by the GMC?

You will need to provide evidence from the GMC that you have completed the 12 months training.

If I am eligible to make a CA application and I am currently registered and working in Australia, can I get my AMC Certificate immediately?

Yes. If you are eligible to apply using the CA model, you can get your AMC Certificate immediately if you are working in a jurisdiction that endorses the transitional pathway and has in place the necessary adminstrative arrangements and if you have completed the application and supplied evidence of 12 months supervision in Australia signed off by the relevant medical board.

If I have less than 12 months registration and supervised practice in Australia, can I get an AMC Certificate?

No. You must complete 12 months supervised practice but can apply for advanced standing towards the AMC Certificate.

If I am eligible to make a CA application and have previously sat an AMC MCQ or clinical examination, am I entitled to a refund?

No. A refund will not be paid for examinations that have already been completed.

If I fail the CA supervised assessment, am I still eligible to sit for the AMC examination?

Yes. The CA assessment does not preclude an international medical graduate sitting for the AMC examination at a later date.

What will happen once I am approved as eligible for the AMC Certificate?

Once your application has been completed and you are approved as eligible for the AMC certificate, you will be sent an AMC request form to complete. The AMC certificate will be issued within six to eight weeks.

PRIVACY POLICY

Commonwealth privacy legislation

In compliance with the requirements of the Commonwealth Privacy Amendment (Private Sector) Act 2000, the Australian Medical Council (AMC) implemented the following policies and procedures for dealing with personal information.

The legislation, which came into effect on 21 December 2001, sets out requirements for the collection and use of information collected after this date. It also sets out requirements for information collected before 21 December 2001.

Purpose of the AMC collecting personal information

The AMC conducts examinations for international medical graduates whose primary medical qualifications are not recognised for the purposes of registration under the legislation in each of the states and territories in Australia, so that they may establish their eligibility to apply for general (non-specialist) registration.

The AMC also processes applications from overseas-trained specialists whose primary medical qualifications are not recognised in Australia and who do not hold a recognised specialist qualification, for assessment by the relevant Australian or Australasian specialist medical college for registration as a specialist.

Use of personal information

In collecting and using personal information, the AMC will comply with the provisions of the Commonwealth Privacy Amendment (Private Sector) Act 2000 and the National Privacy Principles approved by the Commonwealth Privacy Commissioner.

Personal information, including information about an applicant's identity, formal qualifications and work experience, is collected to establish eligibility to sit for the AMC examination or be assessed by the relevant specialist medical college.

Information concerning an applicant's performance in the examinations conducted by the AMC is also collected as part of the examination procedure. The information includes both documentary and written information and electronic data records.

The information, including examination results, is used by the AMC to verify that candidates meet the requirements for the award of the AMC Certificate and for administrative purposes, such as the scheduling of candidates for clinical examinations.

Since the AMC conducts the examinations and processes applications for the specialist assessment on behalf of the state and territory medical boards, the AMC may, on request, provide personal information about candidates to the medical boards.

Information on individual candidates or applicants may also be used to generate de-identified reports to monitor the standards of the AMC examination and specialist assessment procedures and to provide reports to relevant agencies on the number of doctors completing the AMC and specialist assessment pathways.

Bridging courses for AMC examinations

In the past the AMC has been approached by the coordinators of bridging courses for the AMC examinations for contact lists of persons who were candidates for the MCQ examination, or who had passed an AMC MCQ examination and were eligible to proceed to the clinical examination. The AMC was also asked to provide lists of successful candidates so that the effectiveness of the bridging courses could be evaluated.

As from 21 December 2001, under the provisions of the new Commonwealth privacy legislation, the AMC will not be able to provide this information to bridging course coordinators. However, in order to assist candidates preparing for the AMC examinations, the AMC is prepared to circulate information about available bridging courses to individual candidates (on behalf of the bridging courses).

Storage of personal information

Personal information is held on individual files for each candidate for the AMC examination and each applicant for specialist assessment. These files are held in secure storage within the AMC offices and in a secure document handling facility in the case of archived records.

The electronic (computer) records of the AMC are password-protected with access limited to AMC staff directly involved in processing applications and administering examinations. The AMC uses the highest available levels of industry standard security, including firewalls, to prevent unauthorised external access to its electronic records.

Notification of examination results

The AMC has previously printed the names of successful candidates for each MCQ and clinical examination series in the public notices of The Australian newspaper following each examination. Currently, results are placed on this website.

As from 21 December 2001, in compliance with the Commonwealth privacy legislation, the AMC will officially notify examination results by candidate reference number only.

For all examinations conducted after 21 December 2001, the AMC will post a list of candidate reference numbers on the AMC website for candidates who have passed the relevant MCQ or clinical examinations.

Consent to collect personal information

In compliance with the Commonwealth legislation, as from 21 December 2001, each new applicant for the AMC examination and/or specialist assessment will be asked to give formal consent for the AMC to collect and hold their personal information.

If an applicant for the AMC examination or specialist assessment does not provide the formal consent, the AMC will not be able to process their application.

Within 14 days of receipt of an application to view personal information, the applicant will be notified of the date on which they can attend the AMC offices to view the material.

Correcting personal information

Any candidate or applicant who believes that personal information held by the AMC is incorrect may seek to have that information corrected by notifying the AMC in writing of the relevant corrections.

Note: Any changes to information held in the AMC records, such as identity details or change of name or qualifications must be accompanied by documentary evidence in support of the corrections, as set out in the Procedures and Requirements for the AMC Examination or Procedures and Requirements for Specialist Assessment.

As from 21 December 2001, the AMC will not be able to process a change of address request sent by email. All changes of personal information must be in writing and signed by the individual candidate or applicant.

Complaints about breaches of privacy

Any candidate or applicant who believes that a breach of privacy in relation to personal information held by the AMC may have occurred should first contact the AMC Privacy Officer. A candidate or applicant who wishes to lodge a formal complaint about a possible breach of privacy should write to the Chief Executive Officer of the Australian Medical Council.

TERMS OF USE

The Australian Medical Council's (AMC) Online Application Wizard (the Wizard) is owned and operated by the Australian Medical Council. The information, documents and services available on this Wizard are subject to the terms, conditions, and disclaimers as set below (Terms of Use). Your acceptance of these Terms of Use constitutes a legal agreement between you and the AMC. Please note that the AMC reserves the right to change the Terms of Use by updating this Agreement at any time. You should visit this page periodically to review the current Terms of Use.

Candidate number, user ID and password - Any candidate number, user ID or password (user ID and password are required for the Wizard) assigned to applicants for AMC assessment pathways or AMC examinations is important information and can be linked to personal information. Applicants are responsible for maintaining the confidentiality of their candidate number, user ID and password.

User ID (email address) - It is the responsibility of the applicant to notify the AMC immediately if the user ID (email address) is changed. The email address is required for correspondence to be forwarded.

Agents - Agents who create an account on the applicant's behalf (i.e. for Area of Need applicants) should note that only one email address (User ID) is accepted in the Wizard. Agents wishing to represent other applicants must therefore use the applicant's actual email address.

Important note regarding DUPLICATED APPLICATIONS.
It is the responsibility of the applicant to ensure that only ONE application is lodged with the AMC. If an applicant has already been issued with an AMC reference number, by applying online will create a duplicate application. This is against the Terms of Use of the Wizard . The applicant will be charged twice and is likely to experience delays.

In accepting these Terms of Use, you agree that you will operate this Wizard in good faith and in no way will attempt to compromise the security or integrity of the Wizard system or associated computer systems, or in any way interfere with access provided to other AMC candidates or applicants.

If an applicant fails to comply with the requirements set out in the Terms of Use, the AMC can deem them ineligible to sit for the AMC examination or can decide not to proceed with their specialist assessment application.
